There isn't a 'tilecache.py' file in the distribution. The README
says:

 * Add the following to your Apache configuration, under a <Directory>
 heading:
       AddHandler python-program .py
       PythonHandler TileCache.Service
       PythonOption TileCacheConfig /path/to/tilecache.cfg
