[OpenLayers-Dev] URL Encoding breaks WMS

Correct, this should be changed.

It does not break against UMN Mapserver WMS though (I use e.g. layers:
'AAA126,AAA127,AAA134'), but we shouldn't assume all WMS-s are that leniant.
