Hi Ed,
I take it, that from your steps that you want a static map. Am I
wrong ?
You would need to verify Googles TermsOfUse [1], but I would think that
as long as their Logo, Copyright, and Terms of Use were on the image,
you would be fine.
The Image could be a GeoTiff so MapServer could serve it up.
As for Image capture, I prefer GIMP[2] for capture, crop and edit.
