[OpenLayers-Dev] Smooth Panning in Google Maps Layer

It appears that a workaround has been discovered that fixes the pesky
greying-out of the gmaps layer when dragging via OpenLayers.

Cr5 located it and coded it up and it's sitting in a (reopened) ticket here:
http://trac.openlayers.org/ticket/816
