[OpenLayers-Dev] Event used for image layer and resizing of layer

AFAIK the load events are not yet implemented for the Image Layer.

Patches welcome ofcourse. Shouldn't be too hard to implement since the
underlying OpenLayers.Tile.Image has the events.
