TIF images are not supported by most browsers.

The fileset you mention here is intended to be used as a data source for 
a WMS Web Map Service, like GeoServer or Mapserver. Once you have 
configured your WMS to use this data source, you can use it as 
OpenLayers.Layer.WMS.

You might want to have a look at

started with GeoServer and OpenLayers.
