[OpenLayers-Dev] krovak projection in proj4js

You are correct that the Krovak code hasn't been ported yet.  We don't 
have a 'howto' written yet but it is a matter of converting PROJ4 C code 
into Javascript.  It's not difficult to do because the C syntax is 
similar to JS, but there are some things to watch out for.
