[OpenLayers-Dev] Icons on a map

I am tasked with creating a map page with an openlayers div. Outside of the
map will be an array of 14-18 different icons displayed.  The user needs to
be able to grab an icon on the page, drag it over the map, and drop it.  The
user needs to be able to reposition icons on the map and also drag them off
the map.  Once the icons are in place, I need to be able to save the
positions, icon type, etc and reproduce that same map later.  Now, I know
how to do the drag and drop off the map but it is getting them onto the map
and recording their position is the problem.  Does anyone have an
implementation similar to this I could use and a guide and example?  Thanks
in advance.
