[OpenLayers-Dev] Sponsorship Docs (+PSC Vote?)

Hi,

I'd like to have a few more days to gather some more feedback on the  
proposal. Personally I'm in favor but I try to get some higher- 
corporate responses and they take time :) I should be able to get  
them on Tuesday.
