[OpenLayers-Dev] Problem with the developpement of a "overlay Strategy"

I think I can add a function on the event "featureunselected", but how can i
say to the strategy that she has to listen and reordering the features?
I have to recall the method "overlay" (equals to the method cluster() in
OpenLayers.Strategy.Cluster) ?
