[OpenLayers-Dev] wfs protocol dependencies

Hey-

I've taken some time to separate the changes in the topp/wfs sandbox 
into a handful of tickets:

  * strategy enhancements: #1841
  * save strategy: #1924
  * gml enhancements: #1918
  * filter enhancements: #1790 (depends on #1918 and sort of on #1843)
  * sld enhancements: #1843 (depends on #1918 and #1790)

The above have tests and are ready for review.  Thanks for any help in 
getting these changes in.  I'll keep writing tests for the wfs protocol 
(#1648) and put that up for review when the others are in.
