[OpenLayers-Dev] Motion: Commit Access for Bart

Hey,

I think Bart has been a longstanding member of the community, and has
continued to provide good patches and feedback. In order to help him
participate more easily in the community, I recommend we make Bart a
committer on the OpenLayers project, assuming he agrees to our commit
policy (http://trac.openlayers.org/wiki/TrunkCommits).
