The VERSION_NUMBER isn't changed unless OpenLayers.js is changed,
so that's not going to be the best way to track it. However, I did
confirm that there was a typo in my running of the build script. I've
re-run it, and a new RC2 build is available from /api/ and
/download/ (in the same locations).
