[OpenLayers-Dev] vote on OpenLayers 2.9 (once again)

Do have complicated app (which reads content from a JSON file and creates 
maps from that- and more importantly removes content and builds new layers 
when new JSON file selected) which is not working with 2.9 rc3 but does 
with 2.8. I havent had time to delve deeply into this but issue is when 
layers are removed and replaced. removeLayer eventually calls getZindex() 
from moveLayerToTop() during handle MapEvents.  When the Layer is a GML, 
this.div is undefined at this point.
