[OpenLayers-Dev] filter strategy

Thanks Tim, I'll try and experiment with the combination a bit in the near future hopefully.

Wishing the Filter Strategy existed when my projected started a few months ago :-), I came up with another solution which tended to be far more complicated than I had hoped for. I.e. not filtering out the features and putting them in a cache, but changing visibility of features instead.
