[OpenLayers-Dev] Util.getFormattedLonLat() sometimes returns values with 60 seconds

Hi,

The problem is that the code in getFormattedLonLat does a 'round' on seconds
which means that it can actually come out at 60 (reported by mattnott in
trac)
