[OpenLayers-Dev] WFS GetFeature with Filter: bug?

Hi OpenLayers devs,

when creating a WFS GetFeature request with OpenLayers 2.10 I get this [1].

However, MapServer doesn't interpret the filter, all features of the 
featuretype are returned. Apparently, this is due to the "And" operator 
wrapping only a single term. The OGC spec says, "And" shall only be 
applied with two or more terms.

Is this a bug in OpenLayers? If I remove the "And" tags from the XML, it 
works in MapServer.
