Hi Giuseppe,
Using compatible mode in IE9 also has failed me, but his example is very
large. You can prepare a small code that fails?. Please use the debug code
"/lib/OpenLayers.js" as Phil mentioned.
On the other hand you may be interested in seeing what I'm working:

NOTE: I suggest you create the map without controls as:
------
var option = {
controls: [],
...
};
map = new OpenLayers.Map('map', option);
----
this will prevent overlapping "PanZoom" by "PanZoomBar".
