I advise to follow the scheme of "lite.cfg" (using the clause "[include]")
costs 
a little more adjusting the settings but in the final code is smaller.

And see the latest information to use the Closure Compiler in:
 -

and:
 - http://trac.osgeo.org/openlayers/wiki/Release/2.11/Notes. 

AFAIK build work properly in XP using 2.11 and SVN trunk.

I have proposed some tickets for more flexibility to build. If you are
