[OpenLayers-Dev] MOTION: Add Andreas Hocevar to PSC

I'd like to propose the addition of Andreas Hocevar as a member of the
OpenLayers PSC.

Andreas has been a solid contributor to OpenLayers for years - his
work stretches to all corners of the library.  In addition, Andreas is
very active on the OpenLayers mailing lists, providing helpful
guidance and great expertise on issues of all types.  With a depth of
knowledge about the library, active participation in the community,
and a vision for the future of the project, I believe Andreas would
make a very valuable addition to the PSC.

I'm +1 on adding Andreas to the PSC.
