[OpenLayers-Dev] ship only with minimal build for 2.12

Okay, a preliminary sketch:

   - Layer types: XYZ, WMS, Google, Vector
   - Lang: en
   - Protocol: HTTP
   - Strategy: none
   - Format: GeoJSON, KML
   - Controls: All except SLD, WMS, whatever

Basically what needs to go from a minimal build is legacy stuff (KaMap,
seriously?), Arc* stuff that nobody uses, and OGC stuff that nobody uses
(GML?)
