[OpenLayers-Dev] MOTION: start OpenLayers 2.12 release process

+1 from me too. Haven't found other major bugs and appreciate the efforts
of everybody here.

Not sure if VideoWMS is something for 2.12 at some stage, or maybe it is
too early?
