[OpenLayers-Dev] ANNOUNCEMENT: OpenLayers 2.12 RC3!

The OpenLayers dev team is proud to announce the 3rd release candidate
of OpenLayers 2.12! RC3 comes about one week after RC2, and fixes the
following bugs:

- Tiles with gutters are shifted.
- Map doesn't recenter when the resizing the browser window in IE 9 and better.
