Hey Chris,

the way to verify who is right is to look at the schema, so:

http://schemas.opengis.net/wcs/1.1/wcsDescribeCoverage.xsd

it defines:

xmlns:ows="http://www.opengis.net/ows/1.1”


so this is the correct namespace URI to use.
