[OpenLayers-Dev] new PSC pages

Hi everyone,

I noticed that the Project Steering Committee pages for OpenLayers were 
very hidden, and lived on the read-only old Trac instance, so I have 
copied them to Github.  If the PSC wishes, you can edit or even delete 
those new pages.  But I hope that helps.
