 I think it would be very usefull, if instances of OpenLayers.Layer.Vector
 would provide a method to get features by their attributes and their
 respective values.

 The attached patch implements such a method as Eric suggested and includes
 tests. I would gladly provide an example if that is needed (But I
 personally think it is a little bit overkill).
