 There are some problems with icons in "theme/default/img": icons using
 "NavToolbar" have a different appearance from other icons, and the corners
 of most icons have no transparent corners.

 In patch proposes "panel_icons.gif" with transparent corners and following
 the design of "editing_tool_bar.png" but with more icons.

 Changes in "style.css":
  * New displayClass "olPanelControl" to customize panels with new icons.
 This displayClass allows: group icons, change layout (right to left, left
 to right and vertical) and supports "NavigationHistory"
  * Use the new icons on controls "NavToolbar" and "EditingToolbar".

 The patch includes a detailed example showing the possibilities of
 displayClass "olPanelControl".

 NOTE: Examples as: snap-split.html, snapping.html, wfs-snap-split.html and
 wfs-snap-split.html can be simplified by using "olPanelControl" as
 displayClass, most of CSS code can be removed.
