 Looks good. I tested on Ie8, FF(Win/Ubuntu) and Chrome/Chromium and it
 works as expected. I also checked to see if lastRatio was used anywhere
 else in OpenLayers and I didn't see it.

 I do seem some weirdness when I pan and zoom in quick succession, I think
 mostly when I zoom after the panned image has already been requested. It
 shows up briefly before the correct image loads in. I do not think this is
 due to lastRatio being removed, though. I think OL has always done this.
 If you have noticed this, maybe we can work together to figure out a fix.
