 Mapserver supports this, as well as GeoServer on some datastores. So we
 should make it possible to write out matchCase for PropertyIsLike.

 This seemed to be an omission in the OGC filter spec, see e.g.:

 http://www.ogcnetwork.net/node/962

 Since this is a simple change, I would like it if this could make it into
 2.11.
