 We experiment very different response times when we change the order of
 the WMS layer in the mxd ArcMap file we consume with Open Layers connected
 to ArcIMS/ArcMap server mapservice.

 For example when the WMS layer is in last position in the mxd file it
 takes 8,5s to draw the map and when the WMS layer is in second position it
 takes 18,5s.
