#3271: Allow to pan the map while drawing in some examples.

 It is interesting that supports this new feature, introduced in 2.11
 (r11381)  in some examples. The examples affected are those using
 navigation control into a panel.

 I found two types of examples concerned:
  * Examples where to pan the map does not work while drawing ({{{wfs-
 protocol-transactions.html}}} and {{{wfs-snap-split.html}}})
  * Examples where you can draw and navigate because they use two
 navigation controls, one on the panel and the other as default navigation
 control of the map ({{{protocol-gears.html}}}, {{{snap-split.html}}} and
 {{{snapping.html}}})

 The patch aims in both cases having a single control to navigate. This
 control is always active, and in the panel is a empty control that only
 serves to turn off the drawing options.

 I have not included examples using EditingToolbar, see #3269.
