 Good patch François! All the OGC-related tests pass in FireFox 4, Chromium
 10, and Safari 5. The {{{OWSContext/v0_3_1.html}}} tests fail in Internet
 Explorer 8 but this is unrelated to the patch, see #3278.

 This patch is ready for commit.

 Chris, given the state of this patch, I think it can be included in 2.11.
 Please commit it if that's fine with you. Thanks.
