 Sorry but I discovered a similar issue concerning Yahoo Layer:
 1) Load map with a non-Yahoo and a Yahoo baselayer, choose non-Yahoo Layer
 first.
 2) Resize the window (make it smaller until map width will become smaller)
 3) Switch to Yahoo Layer -> only a part of the tiles will be shown.

 You can test it with the official Yahoo Layer example:
