 This issue only occurs in Firefox (testet with Firefox v6).
 It does not occur in Safari, Internet Explorer, Chrome or Opera.
 As soon as there is a visible Vector Overlay on the map it doesn't occur
 in Firefox anymore too. But as soon as only base layers are shown the
 issue will happen in Firefox.

 Reproduction steps:
 1) go to http://openlayers.org/dev/examples/example.html
 2) Adjust window height so that vertical browser scrollbars appear
 3) Move the cursor over the map, scroll down for zooming out one step ->
 whole page will scroll down; expected behavior would be: only map zooming,
 no page scroll
 4) Scroll up for zooming in again, whole page will scroll up

 As I have very high sidebars in the WebGis I am developing and implemented
 a special scroll function, this behavior breaks the expected scoll
 experience in Firefox.
