 Hi, thank you for your reply!

 Update: The bug can't be reproduced with Google baselayer or Bing
 baselayer.
 It can be reproduced with OpenStreetmap or a custom WMS baselayer and
 GoogleNG (doesn't matter anymore).

 Also the issue only occurs when zooming out one more step is still
 possible and when layer chooser is closed.

 But you are right, I can reproduce it with v2.10 too, so it's not a
 regression.

 Homever, something does not prevent the default scrolling action in
 Firefox (testet with FF6 under Win7) under certain circumstances.

 I will attach a screenshot and change Milestone to 2.12.
