 - Steps to reproduce

 Start test BaseTypes.html on  http://www.openlayers.org/dev/tests/run-
 tests.html?mode=build&noscroll=true

 - Result

 Error on test test_Date_toISOString

 fail valide date. got 201-11-27T18:19:15Z but expected
 2010-11-27T18:19:15.123Z

 fail zero padding, too ->

 - Expected result

 No error
