Comment:

 I think that the ability to export data in the OSM format in other
 projections is reasonable, even if we don't expect people to use it; since
 it's not the default, I think that it's safe to expect that if people
 explicitly set a different externalProjection, they meant to for some
 reason.

 Patched adds write support as above and has a simple test.
