 This is not just a problem for ArcGIS -- this is a huge problem in all of
 our grid layers. It comes up most commonly in any grid that is based on
 indexing from a known extent -- for example, creating OpenStreetMap layers
 which cover a limited portion of the world is a problem. Some of our
 layers have half-implemented gridExtent functionality; most do not.

 I am completely convinced that this is an important issue to fix, and
 equally convinced that it's a rat's nest.
