#3141: Bug with NavToolbar to draw a zoomBox the layer can be drawn several times

 The bug can be reproduced easily with this demo
 http://openlayers.org/dev/examples/navtoolbar.html by clicking on the map
 after you have selected the zoomBox control button to draw a zoomBox layer
 by dragging a rectangle on the map and then click with the right mouse
 button (not the left to trigger the zoom event), you will see that the box
 still drawn and fixed on the div container.


 Paltform : Linux Ubuntu 10.10, WIndows XP, Windows7
 Browser : IE7, IE8, Google Chrome9 (and firefox 3.6.13 on ubuntu 10.10)
