Comment:

 Great work Bart. A few comments, all but the first one are minor:
  * Can you move the new class to the OpenLayers.Format.XML.VersionedOGC
 namespace? The new class is specific to versioned XML based OGC formats,
 so the class name should show this.
  * errorProperty in Format/WFSCapabilities.js misses an APIdoc comment.
  * stringifyOutput in Format/XLS.js misses an APIdoc.comment.
  * APIdoc comment for stringifyOutput in Format/SLD.js should state that
 the default is true
