#3410: Improve error message when renderer not in custom build

 Failure to include the renderers listed below in a custom build that
 relies on a vector layer will throw an error to the browser: a popup
 saying "browserNotSupported"

 needed:
 OpenLayers/Renderer/SVG.js
 OpenLayers/Renderer/VML.js
 OpenLayers/Renderer/Canvas.js


 Reviewing the error console does not reveal the problem, but community
 wisdom or parsing the code gives a clue.  A more descriptive error such as
 "renderersNotInstalled" would be nice.
