 We have the method !OpenLayers.Bounds.fromArray() but are currentyly
 missing !OpenLayers.!LonLat.fromArray() which seems unnatural.

 This patch suggests adding !OpenLayers.!LonLat.fromArray() for
 API.consistency.

 Tests pass in Chrome 13 and Firefox 5

 Please review.
