Comment:

 Patch with tests and example. Note to reviewers: this patch suggests
 making restrictedMinZoom an APIProperty. Also I'd like to add this to
 2.11, to make the new Bing layer more complete - feel free to set the
 milestone back to 2.12 if this is inappropriate.

 Tests pass in Safari5. Thanks for any review.
