 I took the example at:
 http://openlayers.org/dev/examples/mobile-drawing.html

 Altered the css:
             /*#title, #tags, #shortdesc {
                 display: none;
             }*/

 You can see the result at:
 http://obsmapp.org/test/mapol.php

 When drawing with opera mobile, after you scrolled the page, points are
 drawn at a different position (y direction) as the position of the touch
 event.

 This problem does not occur without de viewport meta tag.

 Safari iphone seems affected too, but I don't have an iphone to test this.
