 Thanks for your quick response.  I don't think I was clear.

 `DragFeature` appears to allow polygons to be moved ''relative'' to
 geography and the base layer.  The feature I am asking about is enabling
 `DragPan` such that when clicking and dragging on a polygon (or the base
 layer), the map pans, but the polygon stays in the same place relative to
 the geography/base layer.  Currently if `DragPan` is enabled only clicking
 and dragging the map will pan, but not clicking and dragging polygons.
