 Seen today with r12082, but probably introduced earlier : panning a
 singletile wms base layer (eg with http://openlayers.org/dev/examples
 /single-tile.html ) has a weird behavior.

 After mousedown, the tile follows mouse position as expected, but after a
 small while panning (still no mouseup), the tile suddenly changes position
 (eg: moves to top right or top left corner).

 This happens at least with Chromium 12 & FF4.
