 I have a map at http://www.uvm.edu/~aguertin/webteam/map/ . Every time the
 map is zoomed, the vector layer "Overlay" has its z-index increased by 1.
 Eventually, it gets to be higher than the z-index of popups, and popups
 are obscured behind the vector features.

 Strangely, this happens only to the vector layer named "Overlay", not the
 layer named "Bus Routes".

 This happens on both Firefox and Opera. I have not tested other browsers.
 It did not occur with OpenLayers 2.10, but started when I started using
 OpenLayers 2.11-rc1.

 The page may change, as I am using it for development. I will try to make
 a smaller testcase and post it here.
