 Sorry it took me so long, but finally I see what the issue is: you're
 using a singleTile layer! And in fact this is a bug that has been around
 for a while (#3267), but nobody was able to track it down. So thanks a lot
 for your efforts.

 Do we have a CLA from you or your organization? If so, I can commit your
 fix.
