Comment:

 Patch with a new tests. Tests pass in Safari5, manual vector-layer-
 zindex.html test (see #1628) still works. Thanks for any review.

 Note: this issue affects the new Bing (and also GoogleNG) layer, so I
 think it should go into 2.11.
