 This came up when testing ticket:3138, in the restricted-extent.html
 example, when you zoom in once, and then uncheck the checkbox for the
 restricted extent, and pan to the SW you'll end up in the ocean above
 Canada instead.

 ahocevar said we could add support for this in setOptions.
